Haven't opened them up yet but will need to in order to remove the fuel rail to change the rocker tabs, right?

I don't think you need to. Try without first.

I was able to remove and reinstall one of the old rocker arm clips, so unless the new ones are significantly stiffer, should be able to get them on without removing the fuel rail or rockers.

yeah, most say you can do it with the fuel rail attached.

Few disconnects the better. You will really want to make sure there are no fuel leaks with the new fuel lines.
