can the rear drum be removed without taking the hub with it?
I hate the idea of the state inspectors removing the hub to look at the brakes.
That's a strange question. I think all the drums are removable without the hub. So I would guess you have a problem with a stuck drum.
On my F250 with I think the 10 1/4, easily allows the drum to be removed. Some drums will have a locking washer around one or more stud which may need to be removed. I haven't seen one of these lately but who knows.
Also you might need to turn the brake adjuster to loosen the shoes a lot before the drum will release. Or you might have rust which will usually respond to some moderate whacking with a hammer, or liquid wrench of a torch applied around the studs.

I used a screwdriver but next time I would like to have the proper tool.
