hard start at first then smooth

I have a 93 4.0...when starting the van in the morning she'll stumble and stall if i don't tap the gas to keep it going...then it'll run fine...if you let the van stall without tapping the pedal it'll always start smoothly the second time....could it be the idle speed control valve ???? thanks
