Had an idea for the fuel pressure regulator idea above to retard for spooling. Easy enough, a throttle/boost valve. A valve between the fuel pressure regulator and the housing that is closed by the throttle and opened by the boost pressure. So when your foot reaches the floor before boost reaches a set point it closes the valve. This maximizes housing pressure retarding the timing until your foot lifts or boost reaches a set point.
