'83 300 engine. I suspect either the carb (1 bbl) is leaking gas down the intake or the fuel pump diaphram is broken.
It runs sort of bad, but fuel delivery seems ok.
I thought I'd remove the fuel pump and test it for leaking by pouring water down the inlet line, expecting water to dribble down the actuator arm.
Will this work?

I'd just go ahead and replace the fuel pump. Cheap, easy, and it couldn't hurt. Many times I've seen bad fuel pumps cause the issue. There are other possible causes as well, but fuel pump would be my first thing.
I usually like to do some testing rather than throw parts at things, but in this case, it's cheaper and easier to replace the pump.
Pulled the fuel pump.
The inlet was still full of gas to the top, so very doubtful the diaphram is bad.
But for $25 I'll replace it with a new one.
I'll jump to the carb now and do my first rebuild.
