that's a wide open question lol.it probably depends on if it obstructs your view or not.you could see how it could be left open to the interpretation of the officer and if you ticked him off or not while pulled over something unrelated lmao.
if it's not against the law,it most likely should be.stuff tangling up there can only lead to distracted driving.so a little common sense tells ya it's not worth doing even if you find no laws specifically against it.
i see it done,but driving while displaying a handicap tag on the rear view mirror most undoubtedly obstructs the drivers vision.no doubt it's a safety hazard and a very unwise practice.without looking it up,if that's not against the law,it should be.sad we need common sense type laws like these for our well being,but a lot of people seem to need them lol.
perhaps a better question when it comes to personalizing our automobiles would be rather than if it's legal or might be against the law,might be instead; if i do this modification,would it benefit or hinder others on the road and or could it in some way be a safety hazard in some particular situation? if you conclude it could be,then it's probably just not worth the risk.even if you don't think you'd ever get a citation for it.
