I'd for sure make up a new Y pipe at least 3". Like others have said before 3" n/a will be more than enough, 4" if turbocharged. I have 4" and the only difference is more noise, that's about it
You don't need 3". In fact, you don't want 3". The stock manifolds are 2-1/4. If you're going true duals, why would you go 3/4" bigger than what the manifold has room for? Go 2-1/2", it will flow better than 3".
Turbos, in diesels, help mileage as long as you don't play "let's try to peg the boost gauge".
And, to be honest, when pressing that go pedal makes things /go/, will you really be stingy with it? :P
But yes, a turbo makes a /world/ of difference, and even if you use the extra power, your mileage won't go down very much. And if you can use cruise control, you can easily get better mileage.
