Are all the rockers as loose as the two you showed in the video?
I just rotated the crank, in 1/4 turns, a full 1 1/2 turns, checking each 1/4 and yes as each rocker is fully lowered, they are all about the same looseness.
I think I remember you posting recently when you got the truck so I assume it is new to you. Did the seller say anything about engine work having been performed when you purchased it; valve job, new cam, etc.?

Yeah he told me lots of things, like it was a 351C 4v in it. Didn't turn out that way.
He's the father of a friend, that had it sitting in the woods for several years. He's not the one that swapped out the motor though, so he has no idea, he got the truck that way.
I plan on later, getting a used motor to rebuild, but in the mean time I need to get this one running.
I'm wondering about just buying a new set of lifters and push rods.
I have not worked much on the 351W; mostly 289 and 302 so not sure if push rod length varied across production of the 351W; you can buy an adjustable push rod tool that allows you to determine the correct length required. If it set for several years perhaps the lifters are a problem, but it looks clean under the valve cover and it seems unlikely all the lifters would collapse in unison or that all the cam lobes would be worn that excessively. I know the rocker arm arrangement changed over the years, perhaps there is a mismatch there -- someone with more experience is likely to respond.
It definitely looks like the nuts are screwed too far onto the rocker arm studs.
I would guess the nuts are in the neighborhood of 1/4" too far; rather there is that much more of the rocker arm stud above the top of the nut than I would expect. I have pasted in one of the photos from your album so it will easier for people who visit the thread.
You could pull a rod and run it down to an O'reilly's or something. have them pull one off the shelf for your engine. Windsors are 8.152? Any way, an auto part store should have no problem letting you do a side by side. If you need to, pick up a set. They're probably a couple bucks a rod, if you don't go too fancy. There's no way the nuts should be bottomed out like that with the proper rods and good lifters...
