Cold Start Failure
94 F350 w/7.3 Turbo. Will not start without block heater plugging in. Replaced Glow Plugs, Relay after realizing 6 plugs were bad. Bowl heater also was replaced but missing 12VDC so not working....
Plugged in truck starts right up, not plugged in won't start fuel mist pours out tailpipe. What else can I try....Vehicle is a part time user evident by mileage(64K). Runs Pisa once started...solid running truck. Years ago only had to plugin at 20 degrees or colder....now it's constant....another thread for 6.0 suggested FIMC module I believe...no idea if the 7.3 is similar?

You may have 12v going to the relay but NOT getting 12v OUT of the relay
You want to use a Multimeter. Check voltage going into the relay and Out of the really. There should be no more than 0.5 volt difference.
As for what madpogue si getting at. I HOPE you use Beru or motor craft GlowPlugs. Anything else is GUARANTEED to cause problems
As for the relay, the BEST and cheapest(just happened to be cheaP) is the Western #56131 and I have yet to have one fain in over 10 years. About $14. While ford, IH, Napa and other get $75 and only last a season or 2

Had a run several years back where I replaced 3 glow plug relays in 4 years in my '97 7.3l. Heard there was a bad batch of relays. I'm at least 3 years on this relay with no issues and lots of cold starts here in Alaska. I'd say change the glow plug relay again.

THAT is your problem right there
Powerstrokes (8 digit of vin is a F) use glow plugs that are 5-1/8" long

Transition years are always a pain in the whoo haa. If you changed them the last time you should remember. An idi is fairly easy to change them cause there on the top of the motor. If that's the case then tell them it's a 93. If you have to go in the valve covers to replace them(a nasty process) then it's a powerstroke and order for a 95. Mine is a 97 but the parts guy thinks it's a 96 lol
