Turn the steering so the wheel is straight. Then turn it lock to lock. Count/observe how far it turns from center to the left and to the right. You could even take a pic of the wheel at the left lock and right lock positions and compare the angles, to see if one side goes further. If you get more in one direction (the same direction that the wheel is "off"), then you're golden with re-clocking the wheel on the column stub (again, you may have to grind a new key spline). If it turns the same amount from this "false" center position, then you'll have a tighter turning radius going in one direction than the other.
