I ave that EXACT problem as well (both from truck and my dealer)
I don't think its normal, nor do i think it is part of the one wheel spin control..
IF they implement an electronic locking diff to allow full lock to rear axle, the one wheel spin control SHOULD be disabled, if not your literally smashing the clutches together upon each engagement of the spin control..Eventually the locker is going to fail, and may take more out with it...
Ive had many trucks with lockers (aftermarket) and when its locked in you know it, i also know that they do not like to be abused with intentional opposing stresses!! The tire spin control reacting when the locker is engaged is doing just that!!
The only way one wheel spin control would engage if the locker is enabled (providing it actually works if the locker is on) is if you where in 4WD and some how were in a situation where one if the front wheels were slipping.
But even in that situation, the locked rear wheels should be in effected, since in theory they are spinning at the same speeds.
However if the locker was broke, there could be some serious discrepancy between the one wheel peel control and a defective locker, acting like an open type.
I am also having this issue. I have a 2013 FX4 with e-locker and it started making this noise sometime this winter. It sounds like either the locker isn't engaging all the way or the electronic "limited slip" is trying to kick in but the wheels are locked. Either way it is not good and it sounds terrible. I brought the truck in to the dealership last Wednesday (1/8). They told me Friday that they don't know what is wrong with it and will have to get the drivetrain tech to pull the rear end apart. That was supposed to happen today.
I am in Grand Rapids, MI. Is there a North American rep on here that I can contact if there are issues?
I just heard back. They opened it up and didn't find anything other than some minor shavings in the fluid. They have contacted Ford to see what to do next.

If its a simple engagement issue then fine, I just would like to not have my brand new truck ( and I'm sure I can speak for others) not sound like its flaaing apart underneath me!!!
As for my dealer, they still wont budge and Im sure by the time Im done I would have been blacklisted by Ford on warranty issues !!!!
Ford reported back and told the dealership to go test drive another truck to see if it made the same noise. They had already done that and confirmed to Ford that this is an issue. Ford gave them the go ahead to order a new Locker assembly. They said it should be there by today or tomorrow and at the very latest I should have my truck back by Tuesday. I really hope the locker was the issue and this doesn't turn into something much bigger. I will update once I can test drive it.
