Ended up taking the added step when replacing the entire tailgate (cancer patient) of having the local Rhino Linings shop do the INSIDE of the gate before I reassembled the guts. The Fe2O3 can't even begin in the new one which is is the typical cause for the bracket or torsion bar to give way.

Remember that the end of the bar may be jammed against the outer skin when the gate is up but torsion is the opposite direction (towards the inside of the gate) by the time the gate has been lowered. Once the bar takes the weight of the gate the pressure being exerted is huge when you consider how heavy a fully loaded tailgate is what with window, glass, inspection cover, window motor and regulator all inside.

A powered gate would be really awrsome. If you could figure out how to get it to work effectively and efficiently, it would be a great option.

Both very good points!
