His may be a dumb question but what is the reasoning for modifying the rear springs on the excursion? Why not just use the springs from the f250 as they are? I'm deciding whether I need to do this and would like a little information on the "why" not just the "how".

You make a modded B spring by taking the two shortest leaves from the Excursion spring packs and add them to the B code spring pack, placing the leaves between the shortest leaf of the B code, and the bottom overload leaf. You also remove the sheet metal spacers that came on the B codes and replace them with the 1/8" spacers from the Excursion springs.

Honestly though, I like to think the collective brain trust here in the Ex forum is why we can help so many people with the common spring problem the 4x4 Excursions have.
Nothing beats the hands on experience of all these guys here who have done variations, mutations, and different creations of the commonly referred to V code/B code mod!
If you did a v/b swap without modifying the rear springs it may measure as being the same height but you get the illusion of the rear of the X sitting low (sagging) which does not look right.....not the proper rake as mentioned by Stewart.

The ex has something like a half leaf pointing to the front with a disintegrated rubber bump stop and the F250 doesn't. Why the difference? It reminds me of traction bars I used to see many years ago. Also, any suggestions on a replacement for the rubber/plastic stops?

That's a leaf to prevent the axle from wrapping when you accelerate. When you hit tje gas, the axle wants to wrap (drive shaft side wanting to go up and over) so that bar stops the axle from wrapping backwards, keeping everything lined up. With the B or Modded B, the spring is stiffer and isn't as subject to the wrap, so it typically isn't needed.
If you are referring to the actual frame mounted bump stops...you can still find some around, and suspension shops might carry aftermarket ones. Couldn't give you manufacturers since mine were OK so I'm still on the stock ones.

Ford still has them, pretty cheap part. I replaced mine couple months back.
