Wing Window Disassembly Question

Working on getting my wing windows (and the rest of the doors) back together. First, I need to get the wing assemblies apart. I have the springs and nuts off of the bottom pivot, but it appears that there is a washer, about 1/4" thick, that is above the spring, that is frozen. It looks like if I get it off, the rest will come apart. I am ready to heat it with a torch, but wanted to check to make sure I wasn't doing something wrong as I know they don't repop the parts. It looks like it may be square where the shaft goes through the washer/bushing.

Am I on the right path with the hot wrench?

wing windows

The washer shape ( sort of egg shaped ) is what keeps the vent window from turning too far , and yes it is splined for the shaft.
