Thanks for all the info looking to tackle it sometime soon...its my busy season soon so trying to get everything back up and running soundly again...will update when I get the parts installed

No..........it should go into the intake manifold & get full vacuum; or at least into the base of the carb for the same reason. If it's plumbed in above the throttle plate, it will be getting reduced vacuum as you lift your foot, which is opposite to what it should be 'telling' the modulator.

The modulator needs to be getting good vacuum to shift properly, or in some cases, at all. The fact that the trans is downshifting as you slow down, means that the governor is doing it's part of the job........sometimes on a C4/C6 they get sticky & play up.

Ok well I have done a little bit of research and some people have said that it needs the line needs to plug into the bottom port underneath the choke...would that give it full vacuum? If not would am I going to have to rerout all the lines? If so does anybody have a diagram on how they are all supposed to go? Tried looking it up myself but I couldnt find anything. Sorry for all the questions but thanks for all the help.

No, the choke plate is at the top of the carb. The modulator line needs needs to be connected below the throttle plates (which are at the base of the carb) or directly to the intake manifold.
Do you have a vacuum tree on your manifold? If so, there might be a spare nipple you can uncap & plug onto. Just check that it is not blocked.

You shouldn't need to re-route any other lines (unless there are other problems), just the one rubber hose that goes onto the modulator line, so it gets full manifold vacuum.

No lines going into the manifold. There are two ports on the back side of the carb cant remember where they go...will try and take a picture and look at it tonight...any way you can pm me with you email so I can send them there it wont let me post pictures on here and that way we can both be on the same page.
