97' 4x4 acted up then quit need a hand.

My 4x4 was working fine I locked it in and parked the truck over night the next morning I went to move it and I backed up about 10 feet then stopped to take it out of low lock everything was fine turned **** it clicked like always my lights went off and I thought it was done switching gears so I put it in drive and nothing it was in neutral I took the shift motor off transfer and it was stuck in between lo and high I manually put it in gear and the truck drives fine the 4x4 works fine if I lock it in manually now I have no vacuum to front axle and no power to shift motor no 4x4 lights on its like the shift motor froze half way and blew a fuse which I have replaced the shift motor*and checked all fuses everything seems fine it just don't work. Could this be the GEM module and what's the best way to test this?

You ran all your words together in one long string so some of the intent and description is in question.
.
If the case motor blows a fuse, it's the case motor drawing to much current
Why could be the motor or the load on it from the shaft it moves is too high.
This has to be determined.
There won't be any vacuum to the actuator, or dash light come on because the circuit board around the case motor does the switching and control.
Case motor out of position stops all this.
Recommend you not leave the truck in 4wd when parked for long periods.

It didn't blow a fuse I checked them all and they are all good. I left it locked in over night. Before that it worked perfect. After it got stuck in neutral the lights were still saying it was locked in but the truck wouldn't move, I checked fuses and all were good so I pulled the transfer case motor off and it was not moving it was halfway between low and high. I manually locked it in gear and it went in gear and moved fine. I put a new motor on the T/C and still won't work so I tested the plug for the motor and there is no power to it. I have done some reading on this from other people and everything pointed to the GEM I was wondering the best way to test this piece just to be positive that its the problem cause its around $500. Thanks for the help.

Only test for the GEM you can do is it works or it does not.
Pull the case motor off and operate the dash switch.
Does the motor run both ways without stopping any point but normal stopping points?
If yes the Gem should be good.
If no is the harness or plug the fault.

It don't move at all. I checked the plug and there is no power at all. I didn't know if there was an ohm test I could do on the gem or not this is my first auto 4x4 system. Its like the whole system just died I have no power anywhere but all fuses are good but nothing with the 4x4 works. Thank you.

Your back to the Gem then.
A circuit that switches power is either open when it does not switch or low resistance when it passes power to a high current motor.
Testing resistance when not operated would test open anyway so it's no advantage..
You would not be testing resistance when looking for power. The meter would not like that at all.

When you operate the dash switch do you hear any noise such as a relay click?
Your working with a complex operation.

Perhaps it may help to understand how 4x4 works.
Dash switch to 4h tells the GEM to operate the case motor to it's first position.
This action signals the firewall solenoid to pass engine vacuum to the front axle actuator and signals the GEM to light the Dash lamp.
the axle actuator slides a locking collar to lock the front CV axles to gather.

No there is no noise at all. I understand how it works and everything. I was just wondering if there was a way to take the gem out and test it. I know on PCM's you can ohm certain pins and it'll help determine the problem I didn't know it the gem was the same way or not. I just find it odd that it starts to work and halfway through the cycle it just dies and everything is dead but all fuses are good and have power to them this is why I am thinking the gem is bad and was wondering before I spend that much if I could test it somehow to be positive.
