Rear license light

How do I get to the bulbs? I noticed there are two screws, one on each bulb, but cannot get the screws off. How do I access the lights to change them?

Why can't you get the screws out? They have to come out to access the bulbs, they're just 194 bulbs.

In my experience the screws turned but wouldn't back out. You need to pull on the housing or pry under it while turning to get it them out.
