1997 expedition.
Problems:
speedo and tach don't work (I have 2 clusters, same problem on both)
wipers don't work.
Replaced:
GEM with known good module.
I'm working on the wipers first
Tested the power at the wiper motor. No power.
1.5 ohms of resistance on the ground.
I have checked all fuses (both under the hood and under the dash).
I have moved all of the relays as well, to no avail.
I have not touched the wiper stalk. Is their a way to test this without replacing it?
Any other thoughts, or ideas?

Morning guys.
ordered a wiper stalk for the expedition last night. The more I drive it, the more I feel like it's the issue. Left blinker works sometimes, no wipers.
Speedo still doesn't work, but the tach does now...

yup. drove it today. Exhaust is still as annoying as I remember. Fix wipers, fix speedo (then the exhaust. Maybe we need another g2g?).
Going to drive it for a bit. Insurance is only $30/mo for liability. LOL
