My front axle turns all the time even with the hubs gutted. Probably a seized bearing or front knuckles are seized and making it turn.

Funny story......
Yesterday a woman was looking for the DMV building. I told her where it was. She then showed us a title and said she needed to transfer it. I looked at it and told her it was already in her name. She said it says 10 days on here. I told her that is if she sells it, then the other party has 10 days to transfer into their name. She then told me she divorced her husband and he took the ashes of her cat (dont ask) so she transferred the none titled 1962 Chevy drag car into her name. She said she told him multiple times to transfer it but he never did. She said she now has two classic cars in and he has the cats ashes! I had a good chuckle.
