My new to me '07 F250, FX4 has a much firmer ride than my previous '04 F250, 2WD. Is it because of the heavier duty springs on the FX4? Would a standard 4x4 have a softer ride?

Nope , The FX4 package gives you skid plates ,Ford /Rancho branded shocks and the Nifty FX4 sticker
