Blower control problem??

Blower control problem??
On my 95 f250 only speed 3 and 4 work on the blower control. The other day speed 3 went out so I replaced the resistor after reading some posts on here. I figured that would fix the problem, nope. Got speed 3 back and still have 4. I tested the volts at the plug that connects to the blower fan and i get 14v on all 4 speeds. Any ideas of what to check next or what could be the problem? Thanks
