I have been just starting to drive my newly acquired 1997 e350 around town and it's averaging 10mpgs. The ebpv seems to be fluttering on/off at low rpms as well. Would that be normal since I'm only driving 5-10miles at a time? Any ideas what else to check? It got about 175k on it.

If you're only driving 5-10 miles at a time in town, that's probably all you'll get for mileage. If it's cold, the ebpv fluttering could be normal. I'd unhook it. Make sure you take it out on the road some as short trips like that especially in the cold weather are not very good for a diesel.
