2002 7.3 has low power when the truck is cold. Only lasts a few seconds then feels the turbo kick in. Will slow down again and speed up, but after a minute of driving or when it's warm out truck drives normal and will no longer surge or limp. Unplugged the EBPV at turbo. New ICP and HPOP reused IPR. No codes unless I unplug the EBPV.
Is this only in colder weather 45* or below? And do you let the truck idle and warm up before you drive it? From my experience with diesels in general, I work on a farm so I'm around them a lot, is when its cold and right after startup if you don't let them warm up there a little sluggish at first. Its also not the greatest on a diesel engine to run them hard until in operating temps.
Even in the low 60s it seems to have the problem. I've had a few 7.3s and it is not because the truck hasn't idled long enough. You'lldrive the truck and Iit'llbe like Iit's in limp mode then it will have power and then it will lose it again until it gets to normal operating temp.
These trucks are designed to last so they protect themselves. I don't know the exact number or terminology but until the oil hits a certain temperature it limits the amount of power put out. I'm sure someone else can explain it better but you don't have a problem it's completely normal from what you're explaining.
What failure in the injectors would cause those symptoms? Also, the truck has adjustable pedals which I have seen fail in several trucks causing momentary loss of power. When I've seen that in other trucks it would throw a CEL.

Clearances in the barrel and poppit valve start to expand. Synthetic oil really helps a winter engine or an aging one. HKusp has first-hand experience with winter starting on tired injectors with dead and plastic dinos. I remember how he noticed the cranking speed came way up.
I have a 2000 and cold performance was subdued when stock. It's possible they changed the programming in 2002, or your 2002 has a bad EOT sensor.
Hard cold starts and low power until warm are classic signs of injectors starting to fail. Believe me I know. I didn't want to believe that it was the case with my truck, but it was. If it dips down below 50 degrees and the truck has been sitting for more than 6 or 8 hours I will have a very hard time starting it and then it will hesitate when giving it throttle and have low power until the engine comes up to operating temperature. I am not saying that it is definitely what is going on in your case but it is a possibility. Rich (Tugly) can help you trouble shoot it and make sure it's not a sensor, ICP, IPR, etc. going bad if you have access to a scan tool such as AutoEnginuity. he was very helpful in my case.
Without knowing what year the other trucks are, I think the later trucks had a different programming that cause them to act a little different when cold than the earlier models. Or, possibly you have a bad sensor sending a poor input to the computer?
you did not mention hard to start or running rough when cold or did i miss something?
Trucks starts better than most in the cold and sounds good no misses that I can hear. EBPV is unplugged so unless there is something that can make it act up unplugged I don't think it's related to my problem. I have tried to re flash my pcm with Ford updates but I couldn't get Iit to take. I also want to stress that the truck does not sound like it's running poorly when it has the lack of power.
I am very familiar with AE (have one) and I also have an Autel. What would I be looking for to cause this lack of response?
