Yup, that's the evaporator drain. It drains the condensation that runs off the evaporator.
You can see antifreeze leaking out so you do have a leaking heater core.
Here's what came on the drain from the factory, although what you have is fine, looks like you have the stock part.

Most people are unaware that FoMoCo offered THREE different types of A/C for 1973/79 F100/350 & 1978/79 Bronco.

So, they're also unaware of this: 1973/79 F100/350: There are THREE different heater cores and FIVE different A/C evaporators, I kid you not!

C6OZ-18476-B .. Heater Core-Use with Hi-Output Heater

Also: 1978/79 Bronco & 1966/70 Falcon & 1966/72 Fairlane/Torino/Montego.

When you call to order make sure to tell them you want brass or they will ship you an aluminum core. I've bought from them before and they were great with service.

Edmed, just so you know, you have what Ford called "integral A/C", that's the factory A/C.

In an earlier post you talked about changing the evaporator to save time and money. I wouldn't do that but, one thing I would consider changing while you're there is the blower motor. To change one you have to tear the whole thing apart. They aren't all that expensive and easy to get.
If you do change it be careful removing the blower squirrel cage. The ones for factory A/C are getting hard to find.

Thanks, Mike. I will add that to the order list today. I will be mindful of the cage as well. Is that something I can trust the locals with or is there one you recommend?

They were very nice. He asked what " mustang" I had, told him I didn't, but needed part 9022. He asked if I was sure that's what I needed...said yep ...actually I have no idea, but know you guys do! Thanks again.

That's something that you can get locally. I like NAPA myself but this is something that you can kinda "price shop" for.
If you do change the blower motor you'll have to splice in the old plug. The new motor only comes with wire pigtail, no plug. Be sure to check rotation of the motor after you install the plug. Some replacement motors will have a reverse rotation if you hook up the wires orange/orange and black/black. If you check and its wrong, just reverse the wires.
