I have a 2002 Excursion 7.3 4WD. I have to replace the ignition cylinder because someone tried to steal it and jammed a screw driver in there. I can find the cylinder online but the dealer wants a fortune to reprogram the ignition and keys. I really don't want to spend the $ (especially since I don't have them ). Is there any other way to install the new cylinder without setting off alarms and shutting down the truck?

I think it can be done with auto enginuity. If you say where you are located you might be able to find someone that has the software. The actual hardware (cylinder/keys/remotes can be found online for cheap.

If you have 2 working keys, you do not need any software/hardware. You can just do it manually.

I think you guys are forgetting he's getting a new ignition cylinder. That means his old keys will not actuate the lock on the cylinder, so it doesn't matter if he has two working keys, he won't be able to use them to program the new keys.
Harrison, find out if a locksmith in your town can re-key the replacement ignition cylinder so your old keys will work, if that's even possible.
Another problem is that the key needs to be int he on position to remove the cylinder.
Removing the cylinder is very easy actually.
I've had to do it on 3 fords now. a 95 taurus (worn out), 95 mustang (worn out) and the EX (Forgot why, it's not worn)
You could try this if you still have your old PATS keys and both still can send the signal to start the vehicle. Get a non PATS Ford key from Walmart for about $1 and cut to the new key. Put the key in the new cylinder.
Since you can't put the working key in the old cylinder, place it on top of the column and turn to the on position (not start it) and turn it back in the off. Take the second working key and do the same thing, but this time while in the on position, take the old cylinder out and replace it with the new and turn back to off position. Remove that 2nd working key from the column and take that non PATS key out of the cylinder. Put the new PATS key in the new cylinder and turn it to the on position to now program the new key.
Not sure if that will work, but it's worth a try and it doesn't cost much.
After reading the OP's post, is he able to remove the old ignition cylinder? If so, then I would still get the non PATS key for $1 or so cut to the new cylinder. Replace the cylinder immediately and use the non PATS key to turn the cylinder with the old working PATS key near the cylinder to engage the RFID signal to program it. Then use the 2nd working key near it, then put the new PATS key in the cylinder and turn it to program it.
