heat riser do i need it?

I'm in the process of working on a 300 I6 I just picked up and the heat riser is missing from the exhaust, the spring is there and rod but the butterfly is missing. It looks like it rusted off to me and the PO probably didn't realize it. Do I need this in there? I found one on Rock Auto for around $20 new manifold for $180.

1965 f100 1971 motor.

If you don't live in a cold climate you certainly don't need it. I have two and both have been placed in the open position permanently.
