A bad shift motor would be the most common problem, but it could also be the switch or relay. The first thing to try would be to turn to switch to 4 hi, then tap on the shift motor (it is on the driver's side of the transfer case). If it doesn't shift, then I would ohm out the switch.

The best part of it is I have onboard air. I need to replace the cheap plastic lines with copper and flare. Also I have an old 15 gal air tank that I will put in place of the 2 gal tank. Will be able to air up a tire much faster and should give me the ability to let the horns sing for a solid 3 minutes or more...

15 gallons is a big air tank for a truck. 3 minutes of horn time would probably get my azz whooped--LMAO. I could have honked at Big Inch on my way through Jackson, Tn. on my way to Smoke Show last week.
Ya know, now that I think about it, maybe its 10 gal. I'll have to look and see if it says. I already dry fit it to make sure it would fit between the passenger side frame and fender and it fits nicely.

Getting back to this, I checked if the light on the dash (4X4) came on when I hey on the ignition and it does not. Besides the possibility that the bulb is out, how else might this relate to the 4x4 not engaging the transfer case? Someone I talked to made mention of some relays on the drivers side to check?

This is exactly what i was thinking.
The ESM- Electronic Shift motor goes bad depending on wear or rust/ corrosion. check the wires on it, or the harness is correctly plugged in.
If it all seems to be in good working order but still nothing, have someone engage it and lay under it and listen for a click, if nothing. Change it.
they run around 200 bucks installed so im sure you can do it yourself, its simple couple bolts.
they put it on the drivers side just under your door behind the transfer case. it looks like a starter.
