1949 Hood Closing Guide Pin and Latch ???

Is the guide pin nut that retains the vertical pin and spring assembly for the hood, welded in or does it float? It appears the nut may have been spot welded into the support but now it is captured but floats. What say, you who know the monkeyfaces? Do I let it float or spot weld it?

It's supposed to be fixed, not loose. Having the nut loose makes it difficult to adjust the striker pin. Weld'er up.
