What is this part hanging down below steering column?

NSS (neutral safety switch).

netral safety switch

where does this go? Does it come up through the steering column? or is it below on the underside?

Also what does it do?

Top of the steering column near the firewall.
Works the back up lights and only lets the starter work in neutral and park.

One thing you want to check. Usually the reason the NSS is hanging down is because the actuator that activates it has broken and the owner pulls the switch and puts a ty-wrap or something similar to hold the switch in the "start" position. The actuator breaking is very, very common.
If this is the case, the actuator is available, Dennis Carpenter has them for $12.00, LMC same part around $40.00 (!) Dennis Carpenter Ford Car, F-100 Pickup Truck, 8N, 9N Tractor and Cushman Scooter Restoration Parts
They clip on the shift tube.

^ I agree Mike, it's really nice, but something is amiss: This NSS was not used after 1977!

What year truck are you working on? Your 'About Me' profile says 1979.

C7TZ-7A247-A .. NSS (Motorcraft SW-600), located on the steering column: Applications: 1967/77 F100/350 all A/T's.

D0TZ-7B097-B (replaced C5TZ-7B097-A & D0TZ-7B097-A) .. NSS Selector Lever, attaches to shift tube thru hole in steering column shroud.

Knife blade end fits into NSS, is notorious for snapping off: Applications: 1965/77 F100/350.

CARPENTER NOS OBSOLETE PARTS in Concord NC has 2,776 = 800-476-9653.

1978/79 F100/350: NSS located on the left (drivers) side of the transmission, there are two different types.

D8TZ-7A247-A .. NSS (Motorcraft SW-1489) / 1978/79 F100/350 C6.

D8TZ-7A247-B .. NSS (Motorcraft SW-1491) / 1978/79 F100/150 C4.

Yea ND, because my 77 (Oct77) is stamped in the cab behind the headliner, and has one on the steering column...

I'm not aware of any such thing and neither is FoMoCo.

If this were true, why do the part numbers for the transmission mounted NSS's reflect 1978?
