Cause they don't know what they are doing
Axle looked like it was already separated from frame, even if it wasn't it's not the proper place to hook

When a tow truck driver realizes a vehicle is already totaled, they do not worry about doing more damage.
I think it was obvious that this Excursion was already totaled.
