Which bumper? Contour (aka "sport") or a dock bumper.
Yes, there are versions that can bolt to a dock bumper... it's essentially a 1/4-inch plate with a 2-inch receiver hitch underneath. Existing holes? I am not sure to which holes you are referring.
A better option is to find a later model Bronco with the same frame width and get its frame-mounted trailer hitch system... waaaaaay better than the dock bumper set up. I got mine at a salvage yard for a mere $26.
Thanks. Not sure of type of bumper, but it has the center hole for a ball and two smaller ones on either side. My truck is too tall for a small cargo trailer I need to pull. The truck is currently on loan to me, so I'm hesitant to do much modification to it and installing a frame mounted receiver hitch is a little spendy. The trailer only weighs approx. 1600 lbs. loaded and will only be pulled around town.

Ah... that info up front would have helped so we would have understood your situation.
I believe you have a dock bumper and are gonna be stuck btwn a rock and a hard place. I know of no drop systems for raised trucks with dock bumpers. Your option is to use a bolt-on plate receiver and then use a dropped tongue.
Dunno about "stock" holes. Drill... drill....drill.:
The holes on the hitch plate *probably* line up with the two outer holes on the bumper. The hitch adapters HIO pasted are often stocked at auto stores, farm stores and maybe HF. You could measure and check. If drilling is required, it would be on the hitch adapter, not the truck. Those adapters are a light duty setup but with 1600 lb should be OK. I would re-check bolt tightness after towing a little bit.
