computer plug in inop

computer plug in inop
I have a 2001 f250 5.4 super duty that I'm trying to check the codes on but the plug seem to be not working, ie: not receiving the test device. any thoughts? I just recently replaced the injectors and prior to that a blow #3 plug. I leaning to a bad coil pack ( missing). couple issue here.

The OBDII port is powered by the cigarette lighter fuse.
