Engine swap problems 5.0

1995 firing order 13726548
We have checked the wiring, timing, repalced the FPR, has new fuel injectors, the heads have been rebuilt w/roller rockers, the cam is new w/mild lift from the old engine New hydralic lifters
Some of the plugs are showing high carbon build up
So to fix this Do we need to change the cam, the ECM and switch the firing order to make this work. Is there a easy fix? Or am I just too stupid to make this run

You are familiar with the how Ford cylinder numbering sequence differs from Chev and Dodge right?
If you still have all the original wiring on the motor and have not changed any of the injector wiring around then it will run with either firing order but the cam must have no more than about 210deg intake duration at 0.050" lift and no less than 112deg LSA, so in general cams designed for a carbed motor are no good.
The engine does run in either of those firing orders What's kinda strange is that the engine runs the same in both firing orders
The swap of firing order is 5/3 4/7 3/5 7/4 the other four cylinders remain the same
it's the swap cylinders with the carbon build up on the plugs
Is there any difference in the positioning of the crank shaft compression stroke between the 2 ( 94 and before and 95 up)?
