Are yall getting smoke while cranking? What about tach movement? Have you verified that you have sufficient oil in your HPOP reservoir?
If you have a chip have you unplugged that and tried without it?
Have yall verified that you have have good power at the batteries? Need at least 10.5 to get er going.
Just because I have to ask... Are you sure you unplugged your fuel bowl heater and not your IPR?

Check/swap the PCM relay. Also check maxifuse #9 (50A, IIRC) under the hood.

Are yall actually testing fuses with a meter or just visual? Sometimes they may pass visual inspection, but with a meter they show up as bad.

What kind of CPS did you put in? Was it from a parts store or from International or Ford?

International and Ford are the only ones to use. I've been told that parts store ones (yes even napa) can be bad out of the box.

You could put an oreo cookie in place of the CPS, and the WTS light would still come on. If the WTS light isn't coming on, your problem is upstream. PCM, PCM relay, main power, ignition switch, etc.

Does anything else dependent on KOEO work? HVAC blower, directionals, etc?
