It was/is part of the Ford Work Solutions package.
I believe the key is a standard 4-pin Masterlock key. Any locksmith worth their salt should be able to make you a working key. It probably has a 4-digit key code on it somewhere.
Hell, if you've got some classic 4-pin Masterlock keys laying around, give them a try. It wouldn't surprise me if you find one that works. I keep a ring of old masterlock keys in my toolbox for just such an occasion.

That locking cable lock was an option and I have it. The dealer gave me 2 keys and there is a code number for the key should they get lost. Have to keep it well lubed, especially during the winter months. I used it to lock up and make items more secure in the truck bed. The code will be on the papers the dealer gave you if you bought the truck new. Otherwise, the dealership should be able to figure out the code and key if you don't have one. Hope that helps.

I can never find the key when I need it so I keep a padlock handy. Just pad lock the cuff to the cable.
I have a set of 12 stainless key alike padlocks from home depot, so there are plenty of those keys around.........
Sure would have been nice if Ford used the "same key" technology that is out there.
