1990 F250 KOEO code help

I have a 1990 F250, 5.8, 5spd, 4x4, speed density engine.
The problem I've been having is an erratic idle and it will not rev past 3k. The whole truck shakes and shimmies. It could be a bad cat since it rattles when at idle but I figured I'd start on the electronics side first.
I bought a code tester from O'reilly and ran a Key Off Engine Off test and it pulled these two codes.

Code 32: EVP circuit has intermittently failed below minimum voltage of 0.24 volts.

and

Code 95: Fuel pump secondary circuit failure. The EEC senses infinite resistance to ground from the fuel pump on the Fuel Pump Monitor circuit.

I have no clue where to start with Code 32. Can someone point me in the right direction?

My rear fuel tank does not work so I'm guessing code 95 is for that.
