I wonder if you drop off the throttle when the temp start to climb and drop to 3rd and then just keep the rpms around 2500 or so would drop the temp and would this be a safe method of keeping things from getting hot?

Yes, you're thinking right. When you get in a bind on hill, letting the gears do the work is a good idea. Higher RPM's will be moving more coolant through the water pump also. The cooling fan should pick up speed and compensate for the slower mph air coming through the radiator.
