It just sits there...waiting...... for a keyed accessory to be added. There's another one, just like it but green in color, by the heater control/glove box area. That one could be used for the ballast resistor wire replacement - so reads the Ford shop manual.
Anyone know about how the cig lighter hooks up? I read in my Haynes shop manual its a yellow and green wire which I have found, but this wire connects to 2 solid brown wires and the manual does not Mention this, and the wire is not getting any juice any thoughts?
BROWN is the running light circuit and has nothing to do with the cigarette lighter. The cigarette lighter plugs into the hot-at-all-times tap hanging behind the glove box (GREEN with YELLOW stripe).

For clarification, the previous one was keyed hot, this picture is for constant hot. It is behind the glove box and is for the cigarette lighter. If you do a stereo, these 2 are really easy places to start for most of your wiring.
