This was on pavement. Pretty much the only place I use it -- boat launch.

And it was this way before I rebuilt it. It's always been a struggle. I hoped a rebuild/new fluid would help it but it never really has.

Sounds like you might have some bent or grooved shafts? Bad splines ect.... or something is wrong in there for sure.
