Just out of curiosity, I found a 93 ranger 4x4, 5speed, super cab, with xlt package for 2200, it will need a new wind shield and a new mass air flow sensor. Would a deal like that be good? Also, does anyone know what insurance on a truck like that in oregon would be?
as for the windscreen, I don't know where you live but where I live (Kentucky) there are regulations/laws (i believe) where the insurance pays/takes care of replacing the windscreen for free if it has a crack in it that could affect driver visibility/safety, not sure if your state has any thing like that but you can check into that and see if you can get teh windscreen repaired that way if you so choose that truck...
as for insurance call around to various agencies, even check out some of the ones like Geico, esurance, and progressive and compair rates, just give them a sample vehicle like I did, I just told them F150 stock 4x4 with long bed standard cab and each place I call thats what I told them so I could get quotes for pricing...
If you haven't priced insurance yet... might want to do that now before you get your hopes too high.
Not sure about Oregon, but in Mass, for a first time male driver - insurance will run you more than half of what you're looking to spend on your truck.
Add into that the stupid things we all do/have done as first time male drivers (speeding, running red lights, speeding again, etc etc.), you'll be at 2 grand in no time.
So when you call for a quote - be sure to ask what a few moving violations will cost you. Even if you're not as foolish as I was at your age, you're bound to make some mistakes. Count on it.

My insurance is reasonable, but I am on my parents policy as I still live with them. However three years of driving with driving school and good grade discounts and no moving violations or accidents helps.
