95 Powerstroke E4OD Transmission issues

The truck will not down shift, for example if I stop at a stop sign it stays in OD or 4th gear unless I shift it down on the column. Is this the solenoid pack or something else? Seems to have plenty of power, and the OD light is not blinking.

It will do that if there is no power to the solenoids. That's where I would start looking.

where do I start to check for power to them?

The two red wires in the connector on the passenger's side of the transmission feed +12V to the solenoids.
