Only the base part is. Next time I get tires I am going to make sure they don't put the cheap all rubber ones in there.

Thanks, upon looking at the pics, it looks like mine are the Hybrid High(er) pressure ones.

Does anyone know the hole diameter size?

Just measured I'd say they are the .453 size. The stem measured .625 at the widest part where it exits the rim.
