the DOT would have a field day with that guy. I'm sure he's over on the axles, GVWR, and not to mention how unsafe it is to drive with hardly any weight on the steer axle. The truck will pull it, but I hope he didn't have to go far.

That's an old early '80's Pete, and I suspect that it's curb weight is around 16K-18K lbs, based on the fact that it's smaller than my Freightliner that tipped the scales at 21K lbs.
By the numbers, that's the upper end of the SuperDuty's capabilities.
Had the fools loaded it the other way (as Senix notes), it would probably have been legal on the axles.
But I suspect that any DOT officer worth his badge would have pulled it over, regardless....
