94 explorer no start

94 explorer no start
Really got a brain scratcher here
All right heres the skinny on my issue
turn on the ignition and got no fuel pump noise (was driving it an hour before to the car wash so i could wash the engine bay to repair an oil leak)
check the relay and swaped with a new one still nothin
cant read the codes cleand the connector...... tried again still nothin
check the EEC relay ..... good
back to the fuel pump relay socket jumped the pins fuel pump turns on and truck starts
have a signal power for the relay and a supply power
Question : does the pcm control the ground circuit to activate the relay ?
:and does anyone have a wiring diagam to confirm this ?
Really scratchin my head without a diagram...... little help thanks

Yes, per the factory wiring diagram for the 1994 Explorer, the PCM provides a ground to the fuel pump relay via pin 22 at the PCM.

You may have tripped the fuel pump cutoff switch. It turns off the fuel pump if you have an accident and should be located near the jack in the back.

The inertia cutoff switch is between the fuel pump relay and the fuel pump. If providing a ground to the fuel pump relays gets the fuel pump running, the inertia cutoff is in the normal operating "closed" position.
