Question spitting and sputtering

I have a1991 f-150 300 6 cyl. dual tanks, It has just started running rough . when you7 turn the key to the on position the fuel pump runs like normal but it never stops,it also sounds like a relay chattering under the hood somewhere. it runs on flat ground but not up hill (even a slight one).Im thinking fuel filter? today it barely ran on flat surface it does not matter which tank I am on either. Any help would be welcome Thanks.

Welcome to FTE!
First off, when was the last tune up for the truck? I would suggest at least pulling out a couple of spark plugs and seeing what they look like. By not running uphill, do you mean that it won't even idle if the truck is facing uphill, or it just doesn't want to move?

The tune up is ok the truck dies when going up even a slight incline.at first i thought the fuel pump was going out.but it hums as long as the switch is on .thats why i am asking..

I'd be suspect of a crack in the fuel pickup tube...... but then the problem would get worse as the fuel level got lower. Another possibility could be a bad fuel pump cutoff switch, but again, this would be seen all the time. Try checking the fuel pressure, or have a shop diagnose it. Sometime problems like this are hard to diag without actually doing some hands on work.

Definitely put a fuel pressure gauge on it, especially when it's facing uphill.
