95 E350 no start

i have searched and got a lot of different things but I can crank it, a whiff of ether causes a light start, i have 2300 plus psi of ICP in my scan tool but i cant see fuel pressure on it, i checked at shrader and it slowly moves and will get as high as 30 on extended cranking, but it surges its way up like it goes squirt... squirt... squirt. i pulled the line to the head off it has flow but doesnt seem like a lot of pressureit was running and died on the road, all it had was cam sensor issue (code), i found a questionable harness at that sensor and replaced (one wire at a time) and the sensor for good measure i am thinking fuel pump under the turbo, or IPR?

forgot, fuses are good and ipr is in hpop so guessing thats not it

going through flow chart i do see over 20psi on lots of cranking, i have checked icp and tried to start with it unplugged, icp pressure is 2300psi, tried another idm from running truck, changed cps and checked wiring,

What is your ICP reading on your scan guage with it unplugged and is it the same reading plugged in?

Try shimming the FPR to boost your fuel pressure.

ok finally back on this POS van, my OTC will let me fire injectors and it does 1 at a time then fires all 8. I initiate test and... nothing, so I try again and use a multi meter and zero volts, should be 115v I'm thinking IDM. I did try one from a running 97 pad truck. the local diesel place said I can use a newer IDM in an older (95) truck/ van. can anyone confirm?

Yes you can use any idm from a 7.3. Newer ones are 120v.

ok but if I'm not getting 115v dc then it must be the IDM?

cps or not my scan tool will not sequentially fire injectors. it has this function it does this stationary I don't have the 115v

I don't think you can count on a digital meter to check injector voltage. Since it's a fast pulse, the digital meter won't respond quickly enough. You need a 100-ish V noid light; I think some fellas have fabricated one.

well would they not be either power or ground side switched, also I tried while cranking, and the scan tool does it without cranking it pulses them multiple times each, but the test falls silent, usually I can hear them

ok borrowed IDM and retested, koeo injector buzz test fires injectors now but still no start, IPR? I think I have been battling 2 problems from the very start

95 dually I checked and it's same plugged in or not while cranking 2400psi approx why?
