I have now pulled all the relays I know of, all the ones in the fuse box, and the ones in the 2 small boxes on the driver's side fender. No change, only way to shut them off is the square pink #106 fuse.
I have ruled out the multi-function switch, I took the column apart and took the entire switch out, they STILL stayed on.
So at this point, unless someone knows somewhere else to look for relays, I think I'll have to dig out the motor itself and start checking wiring.

There is some kind of solid state controller that controls the wiper motor, at least that's what i see in the prints, it could be the problem. Just putting it out there.
I found a switch inside the motor, which is the park switch (wipers down). This should only have power when the key is on. I suspect you have something going on with the ignition switch, or the custom wiring has put power where it doesn't belong. If it's the rat's nest... I don't have a diagram for that to aid you with.
Sorry I cant help but that has to be one of the most annoying things in the world. I obsess over the speed of my wipers in relation to the rate of the rain drops hitting the windshield. Having wipers stuck on when it's not raining might just drive me totally insane.
