Ruling out the new HPOP and IPR, the no smoke has me wondering. That tells me no fuel dumping in the cylinders. PCM looks good w/ the WTS and no blown fuses so maybe the IDM cant sent the voltage to the injectors or it is but they are'nt geyying it. You should be getting white (unburnt fuel) smoke when cranking w/ a no start. I'd inspect the harnesses first for bad connections/burnt and resistance before going to the IDM. The other thing is basic, the CPS; ONLY OEM is reliable and w/out its' OK, the PCM wont send the IDM the OK for spark. Buy one from Clay at Riffraff Diesel Performance Parts: Diesel OEM Parts | Powerstroke Factory Parts | Diesel Factory Parts | - OEM/Factory Parts
and gibe that a shot as well.

But this wouldn't explain the lack of hydraulic pressure. 'Course, there may be more than one issue at hand....

I did change the cps when I started to work on it with a new one from international. I can also hear what I believe are the injectors clicking when cranking, so would think those are working. Can anyone tell me, if when the IPR doesn't receive power is it open or closed?

Have you tried it with the ICP unplugged since you replaced the HPOP and IPR?

Here is what I have in my notes for testing the IPR and wiring. Hopefully it will help you pinpoint the issue:

IPR Troubleshooting:

IPR connector unplugged - Key Off

Red wire > 1000 ohms - use battery negative for meter ground
Yellow wire > 1000 ohms - use battery negative for meter ground

IPR connector unplugged - Key ON

Red wire Battery (12 volts) - use battery negative for meter ground
Yellow wire 0 - .25 volts - use battery negative for meter ground

IPR connector plugged in - Key OFF

(Measuring across Red - Yellow wires) 5-20 ohms

----update----

Well after some head scratching and several beers I came to the conclusion that it had to be something not telling the IPR to close. Since i had 12v on the red wire going to the IPR and nothing on the yellow I did a little research as to exactly how it was all controlled. From what i can tell the yellow wire is controlled from the PCM, and basically controls your duty cycle using the ground ( or at least what I think). I ohm'd out the wire's and they all checked good. So today i went and pulled a PCM out of a salvage truck. Swapped it out and it started. So my hair pulling is over, I knew replacing the HPOP and IPR was a gamble, but i do feel better knowing their fresh. I appericate all the help from everyone, I know a lot more about these oil burners than before. Hopefully someone with similar problems will find this post and it'll be helpful in some way.

Glad you got it all figured out! Sorry I didn't see your first post in time to be of some help, but it looks like you led yourself to the right conclusion. These trucks aren't bad to work on you just need to have the information available (and you're in the right place for that) and be willing to step through the troubleshooting steps, which you clearly are. I'm really glad to hear you got the truck running.
