Because it's doubtful that you can precisely drill the hole in the new gear exactly thru the old hole. If you're off even a little bit, it throws the gear off the needed dimension. Seems like it would weaken the shaft, but it was never a problem with either of the ones I did. And one had a HV oilpump.
