Yes those are the correct outer seal's.I know them as axel shaft seals.You also need a special tool to press the inter and outer seals on.I just bought the tool last week.I have not used it as of yet but See attachment!!
You have to pull the Hub, which is held on by an outer ring you compress and remove with needle nose pliers .Then remove caliper, brake pads, and rotor. Then pull the spindle which has a big snap ring and a hex washer and three other washers. Make sure to put the washers back on in the same order. Once the hub is pulled, take a pry bar and pry on the joint area of the axle shaft and the axle pops out of the housing. Then you can remove the seals and install the new ones.
The outer dust seal actually, according to Ford service manual, presses onto the axle shaft, and sits right at the end of the axle housing. Usually at disassembly, the dust seal is flapping around loose. The big seal you have shown goes into the steering knuckle, using the tool vortec 1 has shown, after the axle shaft is installed.

Yes I noticed that when I did my front end last weekend.
The tool is not needed, or if you never before has had anything to do with seals then it could be a good idea to use the special tool but it's really not needed.

There is a new design for the dust seal that presses into the axle housing rather than onto the axle shaft.
That is the problem, I can't get them from Ford here in Finland as Ford in europe do not have anything to do with american Ford models, the only Ford truck/pickup you can buy as new here is the Ford Ranger. Anything bigger than that you need to import your self.
